Es gibt nach Goldman für islamische Länder nur zwei Alternativen: sich komplett abzuschotten und sich damit selbst zu Rückständigkeit und Armut zu verurteilen oder sich der Moderne zu öffnen und unterzugehen. Das begründet er wie folgt: Der Islam sei mit einer bestimmten Form von Sozialgefüge untrennbar verbunden. Die ideale politische Ordnung sei das Kalifat. Die Familie und der Clan seien ein Kalifat im Kleinen. Solange das System geschlossen und abgegrenzt bleibe, seien die Reproduktionsraten ausgesprochen hoch, so wie heute noch in Pakistan. Sobald das System sich aber öffne und Frauen am Bildungssystem teilnähmen, wie in der Türkei, in Algerien und dem Iran, falle die Geburtenrate nicht nur, sondern sie stürze regelrecht ab. Die islamische Welt werde Europa in den demographischen Niedergang folgen oder es sogar überholen.
