Für zahlreiche Betätigungen sind heute behördliche Befähigungsnachweise notwendig: Man kann weder in der Schule einem Sechsjährigen das Einmaleins beibringen, im Spital einen Kranken eine Injektion verabreichen, eine Apotheke an der Straßenecke in Betrieb nehmen oder gar ein Auto aus der Garage zum Bahnhof fahren, ohne durch Prüfungen und Dokumente „qualifiziert“ zu sein.
Doch zum Wählen oder Gewähltwerden genügt die Erfüllung rein vegetativer Bedingungen: Man muss vor so und so viel Jahren geboren und immer noch am Leben sein. Sonst nichts!
Das gilt eben genau so für die Wähler als auch für die Gewählten. Das Wissen und die Erfahrung, die Wahrheitsliebe und die charakterliche Standfestigkeit der meisten Volksvertreter ragt kaum über das Mittelmaß der Wähler hinaus. Man stelle sich vor, was geschehen würde, wenn Ärzte, Ingenieure, Piloten oder Lokomotivführer in ihrem Beruf nicht sachlich besser vorbereitet wären als der durchschnittliche Mandatar. Nun, ein Arzt, der nie Medizin studiert und sein Diplom durch Sonderbeziehungen oder durch Fälscher erhalten hatte, könnte in seiner illegalen Laufbahn doch einiges Unheil anrichten, ja auch Menschenleben gefährden und vielleicht ein Dutzend oder gar einige hundert Tote auf dem Gewissen haben. Doch ein Politiker, der weltweite Entscheidungen trifft, kann nicht nur hunderte oder tausende, sondern auch Millionen Todesfälle und namenloses Elend verursachen.“
