Über den großen Deutschen Denker Immanuel Kant ist ja hinreichend bekannt, dass er ein starker Befürworter der französischen Revolution war und somit ein Anhänger der Republik. Er vertrat also die Meinung, dass gewählte Volksvertreter die geteilten Gewalten (Legislative, Exekutive und Judikative) wahrnehmen müssten, ja er ging sogar so weit, dass er den ‚ewigen Frieden‘ an dieser Staatsform festmachte.
So schrieb er in seiner Schrift Zum ewigen Frieden. Ein philosophischer Entwurf (1795) folgendes:
„Denn wenn das Glück es so fügt: daß ein mächtiges und aufgeklärtes Volk sich zu einer Republik (die ihrer Natur nach zum ewigen Frieden geneigt sein muß) bilden kann, so gibt diese einen Mittelpunkt der föderativen Vereinigung für andere Staaten ab, um sich an sie anzuschließen und so den Freiheitszustand der Staaten gemäß der Idee des Völkerrecht zu sichern und sich durch mehrere Verbindungen dieser Art nach und nach immer weiter auszubreiten.“
Dass speziell dieser große kantsche Gedanke in die Hose ging, können wir ja in den Geschichtsbüchern nachlesen. 200 Jahre Republik hat aus unserem Planeten mitnichten einen Hort des ‚ewigen Friedens‘ werden lassen. Ganz im Gegenteil: Prof. Dr. Hans Hermann Hoppe weiß da eine ganz andere Rechnung aufzumachen.
Verwunderlich scheint jedoch zu sein, dass Kant in der gleichen Schrift auch folgendes sagt:
„… Demokratie, im eigentlichen Verstande des Worts, (ist) notwendig ein Despotismus, weil sie eine exekutive Gewalt gründet, da [„wo“] Alle über und allenfalls auch wider Einen, (der also nicht miteinstimmt), mithin Alle, die doch nicht alle sind, beschließen, welches ein Widerspruch des allgemeinen Willens mit sich selbst und mit der Freiheit ist. Alle Regierungsform nämlich, die nicht repräsentativ ist, ist eigentlich eine Unform, weil der Gesetzgeber in einer und derselben Person zugleich Vollstrecker seines Willens … sein kann …“ Die demokratische Regierungsart – in des Wortes wörtlicher Bedeutung – macht die Gewaltenteilung unmöglich, „weil alles da Herr sein will.“

Für den Laien mögen diese beiden Aussagen einen Widerspruch ergeben, da man heutzutage die Republik nicht mehr von der Demokratie zu trennen mag. Aber es gibt eben einen feinen Unterschied. Während in einer Demokratie das ganze Volk (bis auf wenige Ausnahmen, z.B. Minderjährige) für die Regierungsgeschäfte wählt und wählbar ist, muss das in einer Republik längst nicht so sein.
Sollte es sich also mal ergeben und ein Anhänger der demokratischen Religion möchte euch den Immanuel Kant als großen Vordenker der zeitgenössischen Demokratie präsentieren, dann sollte man ihn auf die Ansicht Kants aufmerksam machen, welche Eigenschaften zu einem aktiven republikanischen Staatsbürger qualifizieren. Zu finden in seinem Werk Metaphysik der Sitten ist nämlich folgende Aussage:
„Nur die Fähigkeit der Stimmgebung macht die Qualifikation zum Staatsbürger aus; diese aber setzt die Selbständigkeit dessen im Volke voraus, der nicht bloß Teil des gemeinen Wesens, sondern auch Glied desselben, d.i. (d.h.) aus eigener Willkür in Gemeinschaft mit anderen handelnder Teil desselben sein will. Diese letztere Qualität macht aber die Unterscheidung des aktiven vom passiven Staatsbürger notwendig.“
„Die Fähigkeit zur Stimmgebung“ macht also „die Unterscheidung des aktiven vom passiven Staatsbürger“ aus, also die Unterscheidung zwischen dem Staatsbürger der wählen darf und dem Staatsbürger der nicht wählen darf. Und unter die passiven Staatsbürger rechnet der große Denker:
„… jedermann, der nicht nach eigenem Betrieb, sondern nach der Verfügung anderer genötigt ist, seine Existenz (Nahrung und Schutz) zu erhalten.“

Das bedeutet also, dass er allen Lohn- und Transferleistungsabhängigen das Wahlrecht versagt hat. Nur finanziell vollkommen unabhängige Staatsbürger, die ihr Auskommen aus eigenen Unternehmen und Betrieben bestreiten, wären nach Kants Republikbild qualifizierte Wähler und somit aktive Staatsbürger.
