Hier am Beispiel der „wilden“ (also freien) Beduinen und der – mit menschengemachter Zwangsgesetzgebung drangsalierten – Stadtbevölkerung seiner Zeit.
„Wenn die Herrschaft milde und gerecht ist und wenn man nicht unter ihren Gesetzen, Verboten und Beschränkungen leiden muss, dann verlassen sich die Menschen, die ihr unterworfen sind, auf ihre eigene Tapferkeit oder Feigheit und sind zufrieden mit der Abwesenheit von jemandem, der sie im Zaume hält. Selbstvertrauen wird ihnen zur natürlichen Anlage; sie kennen nichts anderes als das. Wenn aber die Herrschaft und ihre Gesetze durch Zwang und Macht durchgesetzt werden, dann zerbricht sie die Kraft ihrer Tapferkeit und nimmt die Widerstandskraft von ihnen; dies (geschieht), wie wir aufzeigen werden, aufgrund der Trägheit in den Seelen der Unterdrückten.
Wenn nun Gesetze mittels Bestrafung durchgesetzt werden, so bringen sie die Tapferkeit ganz und gar zum Verschwinden. Wenn nämlich jemand bestraft wird, der sich nicht selbst verteidigen kann, ist das für ihn eine Demütigung, die zweifellos die Kraft der Tapferkeit bricht. Wenn aber die Gesetze zur Erziehung und Ausbildung (geschaffen sind) und man sich von Kind auf an sie hält, wird dadurch etwas Ähnliches bewirkt; denn dann wächst man in Furcht und Unterwerfung auf und verlässt sich nicht auf seine Tapferkeit.
Deswegen finden wir, dass die wild lebenden Beduinen, die Wüstenbewohner, größere Tapferkeit zeigen als die, welche Gesetzen unterworfen sind. Es ist auch so, dass diejenigen, die sich auf die Gesetze stützen und durch sie beherrscht werden, dadurch von Beginn ihrer Erziehung und Unterwerfung an in den Handwerken, den Wissenschaften und den religiösen Dingen in ihrer Tapferkeit sehr beeinträchtigt sind. Sie verteidigen sich kaum in irgendeiner Weise. […]
So ist nun klar geworden, dass die Regierungs- und Erziehungsgesetze zerstörerisch auf die Tapferkeit einwirken, weil das darin enthaltene Einschränkende etwas Fremdes (d.h. von außen Kommendes) ist. Was aber die religiösen Gesetze betrifft, so wirken sie nicht zerstörend, weil das Einschränkende wesenhaft in ihnen enthalten ist.
Deshalb üben die Regierungs- und Erziehungsgesetze bei den sesshaften Menschen einen Einfluss von der Art aus, dass ihre Seelen geschwächt werden und ihr Antrieb vermindert wird, indem sie diese Gesetze in ihrer Kindheit und im reifen Alter erleiden müssen. Die Nomaden aber sind nicht in dieser Lage, da sie von Regierungs-, Erziehungs- und Bildungsgesetzen weit entfernt sind. […]
