Auch religiös eingestellte Könige vernachlässigten oft ihre Pflichten oder wurden wirkliche Tyrannen. Doch gab es da immer noch eine »Sprache«, die sie selbst auf ihren Abwegen verstanden. Bossuet griff Ludwig XIV. in seinen Predigten in des Königs Privatkapelle an, und dies im Beisein des ganzen Hofes. Und ein Ludwig XV. starb voller Angst über das kommende göttliche Gericht.
Doch hat der Aufstieg der Demokratie das Element der Verantwortlichkeit kaum gestärkt, da das moderne demokratische Regime eine derartige Verteilung der Verantwortung angestrebt hat, so daß sie zwar einerseits überall in beschränktem Maße aufscheint, aber zum Schluß – dank dieser Atomisierung – nirgends mehr recht vorhanden ist.
Die Wähler , die ihre Stimme in unterschriftslosen Briefumschlägen abgegeben hatten, können ihre Missetat, ohne mit einer Wimper zu zucken, ableugnen, und die Abgeordneten, die nach einem anfänglichen Mißerfolg nicht wiedererwählt wurden, können sich darauf berufen, daß ihr Turnus nicht genügte, um ihre Pläne zu einem glücklicheren Abschluß zu bringen. […]
Und da außerdem der Richter und Zensor des Politikers (anscheinend) nicht mehr Gott ist, sondern eine Wählerschaft von Laien, deren Meinung zwar großen praktischen, aber wenig moralischen, geschichtlichen, wirtschaftlichen oder verwaltungstechnischen Wert besitzt, wird der Sinn für wahre Verantwortlichkeit beim Politiker in der Demokratie abgestumpft.
