Er zeichnete dann ein Bild des modernen Versorgungsstaates, von dem er fürchtete, daß er die Bürger zu ‚fleißigen, furchtsamen Tierchen‘ umerziehen würde, da der Staat in allen ihren Lebensbereichen ihre Sorgen abnehmen und daher ihr Leben vollauf kontrollieren, ja auch ihr Vergnügen in die rechten Bahnen steuern würde. Das ist ein völlig logische Entwicklung, denn die Parteien müssen Ausschau halten, wo sie sich als Wohltäter betätigen können, und so immer wieder in neue Lebensbereiche (durch den Staat) einsteigen. Der im wahren Sinne des Wortes bestochene Wahlbürger opfert dann graduell seine Verantwortung und Freiheit für Gleichheit, Sicherheit und (egalitären) Wohlstand. Es werden ihm dafür auch gewisse Freiheiten gegeben, doch nur jene vom Nabel abwärts.“
