Nicht daß ich das Volk verachtete oder gar vor der Berührung mit ihm aus Ekel zurücktretete, — all das Elend, dem es unterliegt, würde ihm eher mein Herz gewinnen. Nein, weil ich eine höhere Weltordnung anerkenne, der allein die Souveränität und Majestät zukommen kann.
Aus dieser höhern Weltordnung stammt die obrigkeitliche Gewalt. Sie ist das Amt Gottes, so lautet die römisch-heidnische sowohl als die christliche Lehre. Auch Richteramt ist von Gott, und der es übt, übt ein Recht höhern Ursprungs. Das Amt habe ich von Gott, nur die Berufung dazu stammt mir vom Volke. In dem ersten Punkte stimmen alle Verfassungen überein, in dem zweiten, der Berufung, mag unter ihnen die größte Verschiedenheit herrschen, das ist das weniger Wesentliche.
Darin nun findet die heutige Demokratie ihre Verdammung, daß sie den göttlichen Charakter der Obrigkeit vernichtet, und die göttliche Staatsordnung in allen Stücken verweltlicht. Schon oft habe ich über das wahre Wesen der Demokratie nachgedacht. Nun, lassen sich nicht alle ihre Erscheinungen darauf zurückführen, daß sie die Auflösung jener Bande, welche des Menschen Seele an ein Höheres knüpfen, darstellen, und jene Scheu gebrochen ist, welche allein vermag, die wilden Leidenschaften, die auf dem Grund der Seele lauern, darniederzuhalten. Denn das ist der Fluch der Demokratie, daß sie ihre Verwüstungen in alle Gebiete des Lebens hineinträgt, Kirche, Haus und Familie gerade am schwersten ergreift, und für jede, auch die kleinste Frage den wahren Standpunkt verrückt. Weil ich die Freiheit liebe, so hasse ich die Demokratie.
